What you're talking about is really just the largest theoretical active military they could create at their peak potential. It's something the defense industry says to scare Congress into giving them more money, not a genuine stat.
Aegon, it's not even theoretical. What do you think would happen to China's economy if 200 million people of draft age were suddenly taken out of the factories and shops? Economic strength is the foundation of military strength.
