They already have the hearts and minds of the communities they'll need from an operational standpoint. It's an antimajoritarian separatist movement, though, and they don't want your hearts and minds anywhere but a slab. They keep telling people that, and no one believes them. To bastardize tim walz....when someone builds an army, they plan to use it.
