Calling somebody stupid isn't underestimating them (in fact in cases like Galaxy Brain and T****y, pretending they're not is itself a form of underestimation, as you're lulling yourself into the idea that they've enough brains to be rational), it's by thinking that they'll be reasonable, do the right thing or "turn presidential" where the problems will occur.

I said "Musk isn't stupid", not "Musk isn't irrational." I'm not lulling myself into anything.
