The question is whether Congress will object to his encroaching on their powers.  They should, if this is in fact illegal.  Otherwise they are giving the green flag to autocracy.

Indeed, they have spoken. Raskin: "Elon Musk, you may have illegally seized power over the financial payments systems of the Treasury, but you don't control the money of the American people. The US Congress does that under Article 1 of the Constitution ... we don't have a fourth branch of government called 'Elon Musk'"

Raskin used the words of GHWB in 1990 in reference to Saddam Hussein's annexation of Kuwait: "This will not stand."

I hope he has the same resolution Bush had.
