The soviet union ended was dissolved in december 1991. It had been a totalitarian dictatorship since 1917. Today Russia is run economically as laissez faire capitalism,but controlled by former-KGB thugs. (such as Putin)

China is not now and has never been a socialist state. Politically it remains a totalitarian dictatorship with SOME socialist aspects. However,today it lacks THE major criterium for a socialist state: Collective ownership of the means of production.
