That's just plain stupid. Sometimes a woman's body doesn't abort a dead fetus naturally. And if it's already dead, what's the harm in removing it?
I really think that we need to tell Congress and all state legislatures that they are not allowed to pass any laws restricting what kind of medical procedures anyone can have, or else they'll be prescribed mandatory 24-hour enemas.
