Well more to the point, lying is a sin, sin wasn't released until the fall.
God punished Adam and Eve for eating an apple after they were told its alright to do so, despite no basis for understanding what a lie was, or that the statement does not supsersede God's first word, because lies don't exist for Adam and Eve.
If God couldn't see the fall coming, he is a retarded God, an impotent one, or a malicious one.
Again, and to the point, if God can see the fall coming, it is not the gift of free will to allow them to be deceived when they cannot conceive of deception itself. It follows, that the Snake (probably Satan thou not named) is actually conducting God's will.
