No, because Satan does not punish people, his temptations can lead people to sin and that is his desire, and why, because he perceives he is hurting God.

Again no, God's will wasn't having Lucifer to turn against Him, this action of Lucifer brought evil into existence, Lucifer's temptation of Adam and Eve resulted in them disobeying God, thus bringing sin into the world. What God wants from us is our love.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
