That wasn't what I said. Both Facebook and the hacker(s) would be to blame for the hack. Only the hackers would be to blame for any privacy violation. This is of course assuming that the hack wasn't simply a password being guessed or obtained via other means. If a user makes their password insecure, or otherwise reveals it, then Facebook shouldn't bear any of the blame.
In no case would it be "OK" if a Facebook account got hacked. Facebook aren't to blame for everything though. If Facebook intentionally release private information, or have a bug in their software that releases private information unintentionally, then they are to blame for privacy violations. If someone actively breaks into Facebook servers and steals that data, Facebook can't be held responsible for any privacy violations that stem from that copy, since it is completely out of their hands.
