Here, hunting foxes is forbidden, they are relatively scarce, it doesn't mean they aren't killed by less than ethical hunters. The issue here is how to regulate hunting practices, some hunters are mindfull to the envronment, some are not. Most hunters are more in int to hunt 1 or 2 wabbits, enjoy the seek for them, then gather in a restaurant or something to eat and talk hunter stuff. But all kinds of local game are restricted to ceratin areas and a couple of months per year.
I see no reason to forbid hunt out of breeding time for any undangered species, not sure about foxes in the UK.
Personally, I think rabbits and foxes should have shotguns too, it would make hunting way more exciting
