71 Billion dollars is chump change?

The Russian defence budget for this year is 71.9 billion dollars. http://en.wikipedia.org/wiki/List_of_cou...penditures

Wasting the amount of money that a country like Russia spends on it's entire defence, is not simply chump change.


Regardless of whether it is 7 trillion or 7 billion or 71 billion that churches cost due to tax exemption, how is calling it chump change any defence that they should be entitled to waste such money?
