The proper way to deal with risk is licenses, regulations and education.
Not outright banning.
All that does is create a black market (and thus crime) and leaves a population of vulnerable users who can be victimized by criminals.
The users need to be protected and cared for, not victimized by criminals and the Law.
In return, the economy gets a boost from a diversification of markets and continued revenue flow.
In retrospect, anyone pushing against the licensing, regulation, taxation of drugs in favor of criminalizing users is a supporter of both cartels and government sanctioned brutality. To hell with them.
