To briefly answer your question, making heroin (or prostitution) illegal doesn't stop people using heroin.
No, it actually just creates a black market, which is actually far more dangerous to an individuals health than anything else.
If I change the example to be prostitution (to be more on point), legalising it would drastically increase the safety of both the prostitutes and the clients.
I'm pretty sure explanations have been given as to why this would be the case earlier on in the thread.
Bottom line, outlawing it doesn't solve anything. Legalising and regulating at least gives you some real control over prostitution, without infringing on anyone's freedoms.
