Deut. 23:2 has a companion verse in the NT, which I will look up for you if you like, but this is what it says, that two unlike people (man+ woman only) should not marry, this has nothing to do with race, nationality and ect. it's that a Christian and nonchristian should not marry, this is necessarily what is said in Deut. During the times of Deut. the Israelites were the only peoples to believe in the God of creation. Hope this makes sense, if not I'll try again.
I think you may mean 2 Corinthians 6:14 "Do not be yoked together with unbelievers. For what do righteousness and wickedness have in common? Or what fellowship can light have with darkness?"
This is a charming little verse that equates unbelief with wickedness and darkness. I don't see that it has anything to do with Deut 23:2 which deals with whether bastards should go to church.
Perhaps you mean some other verse.

That's the verse, and I would think that you could see it says to Christians, do not marry an unbeliever, not because it is sinful, because it will make a marriage much more difficult. It will also make it harder for you to be a witness, it will cause difficulty in raising children.
By the way the church is a NT community of believers, it has nothing to do with a place, the church meets in a building just like the Jews met in a building called the Temple or synagogue (which is defined a bringing together of).
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
