No problems, that's basically what I was going for; although again I should have made myself clearer on the "nukes" thing (nuclear material, such as plutonium or whatever, was more what I had in mind as opposed to full-on weapons). The point essentially is to define, in a legal sense, what precisely constitutes whatever is under discussion so as to be able to determine if an offense has been committed under the terms of the Act.
