Sounds to me like he's just paying attention to current events and basic American history.
Corporate tax rates are the lowest they've been since pre-FDR and tea partiers say taxes are too high. Big companies are sitting on piles of money; they can't argue that they can't afford to hire people.... although, I can understand why they aren't hiring, too. They have no incentive because they have no customers.
If you want real job growth, sure, some amount of relief from regulation and/or tax relief can be in order from time to time, especially with small businesses, but that shouldn't be the priority right now. You see, while the right is all up in arms over supply side economics, they forgot the other half of that economic ideal: demand. Businesses generally stay in business because they have customers, which can only be created if the public has money to spend and faith in the economy. Demand is NOT created if people have to spend all their money, barely keeping their heads above water and it's not created by the public being so worried about the possibility of having their job outsourced that they're afraid to spend a dime.
