Wow... an average break in over here is never that organised. If all the robbers and such people are cutting power and phone lines, I assume from outside, then you guys have more than just a gun problem. You can't do that in my street without specialised equipment... or a big digger.
Over here the lines are buried to the house (or coming in aerial from a drop pole) to a small box mounted on the side of the house which basically interfaces the inside & outside of the house. Even if it's in conduit to the interface it's trivial to pull it away from the wall & cut it. How do they do it in Europe?
