I can only speak for house here in Scotland really.
Everything is controlled from inside the house... the only thing on the outside of my house is a vent coming from the boiler.
My lines are buried and it goes straight to inside the house... all my controls for power are under my stairs. Nothing on the outside that someone could tamper with.
As for the phone line, it is the same... buried and straight indoors. Fun and secure times for me.
