The EU is lead by elected officials from all countries and by the head of the european parlament who is Barosso.

Germany is simply the main giver of money to the indept countries.
Cypress wanted to borrow money. It refused to comply to the conditions, and therefor risked becoming bankrupt.

This has nothing to do with fascism. We only borrow money to those who are willing to repay it, just like everone else would.
