A "little" para psi phenomena is more miraculous by orders of magnitude than any conspiracy, no matter how vast. Largely because we know, at least, that conspiracies can exist- that they are possible. Scale up a little lie and you can get a nice sized conspiracy. Scaling up all evidence for para psi of any kind as a definitive and existent phenomena yields a sum total of -0-. Not only have we never been able to detect this stuff - we don;t even have any idea as to how -it might- work- no mechanism for a phenomena never observed. That's the deathknell, the double whammy.... That's why it's so fertile a field for imaginative people.
