The RV program was abandoned because no instances of RV occurred. That was the biggest portion of the 20mil project..btw (the project itself was a grab bag of idiotic shit). That's probably why the paper reads "US sponsered pyschic spying". The 'ed denotes the past tense usage of the word. Again, the military is not interested in RV, and was never very interested to begin with-because it failed to produce results.
We use drones and satellites, because they actually produce intel. You see, our military has vast amounts of money allotted to them to develop weapon systems, and part of that is intel gathering. They'll look into anything that has a potential military application. They'll provide funds to researchers and firms who make the good sell - but before they really let anyone belly up to the trough, they require a successful demonstration of the weaponized technology (or any ancillary-logistics, intel, etc).
