No government doesn't mean no organization.

Society can entrust people to be implementing the policies they believe in but republics just bread ignorance and blind trust.

At most, if must stay a republic instead of a democracy, still the masses gaining knowledge and the representative explaining and justifying all his policies to the masses, can be a way better republic.
