Requiring your leaders to report cases to the secular authorities instead of protecting the image of the church. You may not be able to entirely eliminate cases of abuse, but at least your organization won't be complicit in allowing known abusers to further molest children.
Your question implies that this is a complex situation in which a solution must take into account many different variables. It is not.
Perhaps catholics..instead of uselessly pouring water on a kids head at "baptism" should instead tattoo a sign on its ass that says "Don't Buttfuck the Kid, Father."
