One favorite hypothesis is complex multi-cellular life, from the point of view of energy budget, is not favored unless it can exist in an ecosystem where the food chain is enriched in energy made possible by oxygen respiration. Oxygen respiration can't happen unless there is free oxygen in the atmosphere. Free oxygen can not easily exist in earth's atmosphere because oxygen is highly reactive and chemical reaction with rocks would rapidly scrub any oxygen that is in the atmosphere, unless something is continuously replenishing the atmosphere with free oxygen.

The only agent that continuously and copiously replenishes the atmosphere with free oxygen is cyanobacteria. Cyanobacteria evolved 2.6 billion years ago, and reached the abundance to turn the earth's atmosphere from chemically reducing to chemically oxidizing 2.4 billion years ago.

Initial steps towards multicellularity can happen before 2.4 billion years ago, but since multiceullarity didn't pay from energy budget perspective in a reducing atmosphere, the complete evolution to full blown multi-cellularity didn't happen so long as atmosphere remained reduing.

Only after the great oxygenation event 2.4 billion years ago was the condition favorable towards complete evolution of full blown multi-cellularity.

It is true that the earliest totally unequivacal evidence of multicellularity dates to 1.4 billion years later, during the late neoprotozoic era 1 billion - 540 million years ago. But it is tentalizing that the first hint of multicellularity dates to 2.1 billion years ago, just 300 million years after it is thought that conditions on earth first made multicellularity a profitable mode of existence.
