Each case is assessed in its own right, giving us the flexibility of insta-banning spammers and sockpuppets right up to issuing warnings of a potential imminent ban thus allowing the offender a chance to redeem him/herself. (This should not be taken as an open invitation to anyone seeking a ban to break the rules deliberately, by the way). If you're referring to CD's recent request for a temporary ban, that was an exceptional case for exceptionally personal reasons and one probably not likely to be repeated.
