Here, the Neighbourhood Watch are usually nothing more than curtain-twitchers. You'll sometimes get self-organised groups who walk the streets at night, but the purpose of that is to have a presence on the street in order to deter burglars from going about their thing undetected.
If any of them see anything worth reporting, that's what they do. They don't get involved. It's called Neighbourhood Watch for a reason, rather than Neighbourhood Vigilantes.
And they don't walk the streets with guns.
