I think there are a lot of factors, but chief among them are that women are taught from birth that it's not "ladylike" to make waves. Many women are comfortable to defer to their husbands or significant others for final decisions, content to have input but not necessarily to have a final say. I've known quite a few women atheists -- but many of them are in the closet. It's just easier for them in their personal situations.
I also know a lot of women who are looking for father figures. Where might there be a convenient one of those? Hmmm...
