Eternal separation at about 350 degrees centigrade sounds pretty punishing to me particularly with devils doing all sorts of nasty things to your naughty bits.
Hell was originally designed for the 'devils.' Meaning they do not rule Hell but are in exile like everyone else.
It would be much of an exile if they wanted to be there or could thrive there.
