Well, sure, Putin might be a "thug" as you say, and a pragmatist, though not really regressive. I believe its you who wish to regress, and bring humanity back to the ancient times, where sexual morality was unknown, sexuality was practiced at very young ages, and vice such as intoxicants and gambling ran rampart. Your enlightenment does not go beyond praising egoism and excessive individualism.

What, precisely, is "excessive individualism"?

And it may well be that the more free a society is about sex, the more peaceful it is. There is much evidence to support that.

What, you ask. Excessive individualism preaches the detachment of the individual from society, and social laws. It preaches that the world revolves around the individual, and society must exist only to serve the individual, rather than the reverse. So, if there are marginal groups amongst society, they force society to accept them, instead of trying to gain social acceptance, or, actually try to be more in harmony with society.
Coming to the issue of sexual minorities, we can see today that we have here an artificially created minority that is pushing their own agenda over the general public, and its institutions.
The more open a society is about sex, the more every form of sexual deviancy runs rampart. Not only that, but today, we see that sex has become what I'd call...nothing more than a tool of capitalism to sell its products. And that in itself is the perpetrating factor of sexual immorality.
It wants people to step over their cultures, their traditions, as to be able use the best marketing tool ever conceived. And indeed, moral standards have fallen so much, that people view fidelity as unnecessary, and virginity as something to be ashamed of. None of the values that have created social harmony and a degree of decency within public are now applicable, thanks to this "openness" about sex. Creating a peaceful society does not automatically mean that moral values such as fidelity and decency should be abolished. However again, marginal groups with their entitlement mentality, think that their anti-culture movement should dictate how society should work. This of course, creates tension, because the majority obviously rejects this attack on their sacred values.
Russia is a country where the majority responds to such attacks with physical force, and Putin does what he has to in order to keep the marginals who disturb the peace out of the streets.
