I am pritty certain that only in the US and the Arab world, boobs are not to be seen at beaches.

There is at least one topless beach in Egypt. Our base Huey pilot flew me to it. The women were not amused by our shit eating grins. (Or maybe it was the rotor blast as we hovered there that caused sandy vaginas...meh, whatever.)
