Actually, that's really good. Since clean water would be at a premium, you could take a Roman approach and incorporate sewerage, cleansing and heating all in to the infrastructure of the city.

With an appropriately engineered water system, you could build hydroelectricity into the infrastructure, too and have a renewably powered electric train/tram system (more practical for heavy goods).

lots of Parks and aquariums and gardens and forests throughout with communal meeting facilities and indoor and outdoor gardens that are taken care of by everyone.

Yes, the social activity would be as important as the aesthetics.

The school system would also be in my interests.

And mine. I'd need to make sure that the most current, best knowledge was shared with those compiling the textbooks & curricula. Imagine the exact opposite of the Texas Board of Education...
