I think the article was approaching it from the angle of men, with all the lusts, appetites and desires endemic to our gender, locked into a confined and finite space for years on end without access to female assistance (not counting the percentage who are gay by nature). As a result, in such an unnatural environment even the straightest male could conceivably consent to same-sex encounters (please note that I said the environment is unnatural, not the encounters. That's a fundamental distinction). Yes, there are going to be power- and dominance-motivated incidents of the kind you describe; the piece was suggesting they may be more the exception than the rule when it comes to sex in prison.
Celebrity cockney villain Dave Courtney, who has done time inside, said in interview that the two biggest soul-destroyers in prison are far too much time and lack of privacy; basically he was referring to the limited opportunities to be alone for sexual relief. Though he didn't elaborate on the same-sex thing, to my knowledge, it doesn't take much of a leap to consider how common it might be for cellmates to take care of one another after lockup.
