There is NO international agreement that the USA has signed up to that specifically prohibits waterboarding and no amount of quoting from leftist agitators makes it any different.
You have failed utterly to back up your claim and have sought to muddy the waters by asserting that US domestic laws somehow prove an international agreement.
Oh..the neo-con argument that the U.S. is exclusively free from the constraints of international law. Okay, I'm sure you're more educated about domestic/international law than the ACLU.
