That statement is, quite frankly, horseshit. The PDPA clearly meant well, but they went about their attempts at reform with all the grace and delicacy of a rabid water buffalo on PCP. All they succeeded in accomplishing was 1) pissing of Islamic conservatives, 2) tanking the agricultural industry, and 3) creating shortages of food and government confidence. This precipitated the Soviet invasion, which created a massive humanitarian crisis and (big shock) led to the modern Taliban.
