If a cop shoots someone for something his grandfather did, or worse that a total stranger did, yes. the cop is a bad person.
If biblically no one had free will, then they can't be said to be evil. First you need to be responsible for your own actions before you can be considered good or evil.
If he wasn't capable of love and mercy until he sacrificed himself to himself to save us from eternal punishment because of things out of our control, then that pretty much proves he's a sociopath.
