An action taken, the result of which is a manifestation of a being's explicit will. An action not taken under duress or as the result of some uncontrollable limitation or accident.
In other words, anything, at all, that an omnipotent and omniscient being (say, the Christian God) does is not something it ever must do. When it kills, it kills only because that's what it feels like doing. It has the express and premeditated desire to end lives.
