The state with the highest average IQ is Massachusetts at 104.3. The state with the lowest is Mississippi at 94.2.
Texas has an average that is completely average at exactly 100.0.
So why all the difference?
Well it has been well remarked upon for a very long time that certain minority groups such as hispanics and African Americans score lower on the IQ tests we use. This is often debated among experts as evidence that the tests are biased toward white culture.

From the studies I have read African Americans score lowest, Hispanics second lowest, Caucasians in the middle, Jewish and Asian the highest.
