Thing is, as I understand it, Iq tests the brains processing power rather than knowledge. If you run Windows 95 on a modern computer it will run brilliantly fast... But not be able to do as much as a slower machine running Windows 7.
I know some people with tremendous iq's who'd starve to death locked in a larder!
I'll be honest, I didn't to much research on whether wind turbines slowed down the wind... :p

However wind turbines would prevent mixing and slow mixing by wind. Thus keeping cold parts cold and hot parts hot. Great for ski and swim vacations.
