Not all races on this planet have gone farther than bows and arrows. There are still remote tribes in South America and SE Asia that are very primitive. The Australian Aborigine was also such, until Europeans arrived.
What do you class as intelligent life? A race of grunting hairy bipedal spear throwers or the modern, technologically superior man. The answer is obvious, however if a bipedal humanlike being has evolved elsewhere it may not have got out of first gear and could still be running around in loin cloths and bare feet!!
Most of Africa was occupied by very primitive people a few hundred years ago.
If life starts as we know it did here on Earth, and gradually evolves over a very long period of time then maybe we are an accident of nature. It seems odd that we share so much of our make-up with the apes yet they have changed little if at all from the original animal.
