Indeed they can... but men can't make a good kid's meal the way a woman can. I could go through all of the different cuts and how to cook and dress the meat... but I worry for the squeamish
According to some people... if you don't have a penis: you're not a man. This is not my view, but I will jokingly refer to it
As for "tucked away": if it were a penis of any considerable magnitude, doing so would not be possible. Or are you just possibly suggesting that Barney's "fat ass" is instead his balls and the entire green area the penis? 
The images I get looking at the picture under that latest interpretation are... disturbing...
