Change isn't often easy. Many are creatures of some habit... they frequent stores, they are open for socializing on weekends, they brush their teeth at around the same times each day...
Probably... the greatest 'motivation' in remaining in an institution that one is used to being in... is that they don't really think about it.
Many of their friends (and family members) go to church, after all
