We call it corruption.
Not only for religious schools, but any private school.... it seems that a few years ago that business boomed... right next to pre-existing public schools. And, somehow, the area's city hall is always responsible for allowing it.
It's actually legal over here. Our constitution states that people have the right to send their kids to religious schools, and that the state is obligated to fund this.
Private schools don't really happen over here. It's too easy to get our government to pay for the indoctrination of your kids.
And the mayor tends to have some stake in the company that runs the school...
In the end, the people have two schools, side by side, one public, one private; both paid by public money, but one has much better conditions (the private) and so where are the parents going to put their kids?
The public school loses kids and, eventually, shuts down.
In the meantime, the private school is sucking in much more money than the public school would. And it just suck in more with each year that passes.
