Well, I'd like to think that some things cross all kinds of boundaries, but truth be told, yeah - it's clearly been morally "okay" to torture this or that person or group of people at particular points in time or location(sometimes based upon a difference in moral frameworks-no less). Good point, it is more of a cultural phenomenon than a psychological one.
