That is exactly the point. In context, Richard Dawkins uses this quote in reference to god belief and miracles. These are extraordinary claims, so he demands the extraordinary evidence.
It is totally quantifiable. Taking into consideration ratios and probabilities, being human is pretty extraordinary, since we can quantifiably determine being human is not ordinary when taking into account everything else that exists. Hence, we find the extraordinary answer along with its evidence as to why humans exist and the probability that we even could exist and that someone with your genetic makeup could exist.
