I can't speak for anyone else of course, but I don't need any kind of law enforcement agency to make me not do "heinous things". I simply don't want to do them. I'm not wired that way. I can't even process the thought of my doing such things.
Mind you, it all hinges on the definition of "heinous things". Rape, murder, slavery etc - all the things actually commanded or condoned in that evil book - I can accept those into the definition. The other stuff that this "absolute authority" thinks is more important to prohibit instead (making graven images, using banned words in vain, not setting aside a special magic day) not so much.
