If 12 volts flow through your body, you body becomes the resistor that limits the current flow in the circuit. So with your skin in the way, 12 volts ain't gonna kill you. That's why car batteries are not labeled with skull and crossbones.
Usually, it takes 36 volts or more to generate any potentially dangerous current flow throughout your body and pose any significant danger of electrocution.
Yeah, the skin resistance does block harmful currents with so little voltage. I had a momentary brain fart :-p
