That's not a "mistake." To see why, just imagine: what would we call it if an adult forcibly stripped a woman in a public place?
We'd call it sexual assault.
Now, when a teenager steals something, we call it theft. When a teenager attacks someone, we call it assault. When a teenager kills someone, we call it murder. All of those things a teenager can be charged for. Why is it different when a teenager commits what we would call indecent assault if an adult did it?
