Try it this way - if you DON'T charge teens with a crime for sharking, how the fuck are they supposed to get on in the adult world? I'm not a big fan of the slippery slope argument, but punishment is part of the learning curve one needs to become an adult. The notion that taking off a woman's clothes in public is some sort of harmless prank is going to convince the people who do it that it is, in fact, harmless. It isn't. At the very least, it qualifies as common assault.
