Indeed... if they are made to be gaussian, then half the people will be below the average.
Concerning the differences between genders or races, or whatever... I didn't make the graphs, actually, each image is a link to where I found them, so you can go there and check their results. I put them up as illustration of the gaussian nature of the distribution of human IQ.
