It depends on the extent of your fear of Islam.
Like Anders Brievik is an example of someone who's fear of Islam seems irrational as it drove him to kill a bunch of youngsters who were out camping and barely even connected to Islam even though his primary cause seemed to be against Islam.
On the other hand sometimes it is just a rational fear of simple religious violence which seems to follow Islam around.
It depends on the situation you're in and how you react to that situation.
I suppose it's like a phobia of dogs (Not saying Muslims are dogs) if a person is terrified of a poodle with a muzzle then it's probably a phobia, if a person is being chased by a pack of pitbulls and they look a bit scared then it's not a phobia.
I think it's probably a phrase thrown around too often, and I saw it on a TV news program with Chris Hitchens when they were asking "Is Islamophobia racism?" Which is just a stupid question to ask and an obvious attempt to try and combine two buzz words together for extra impact.
Anyway the answer to the threads question is no, but I think that's because you asked it in the wrong way, since phobia by its definition usually means a fear which is usually seen as not justified. So I'm guessing the question you wanted to ask was, is the fear of Islam justified? Which you do mention in the threads introduction. And the answer to that would be in my opinion, sometimes.

Are you ready for the fire? We are firemen. WE ARE FIREMEN! The heat doesn’t bother us. We live in the heat. We train in the heat. It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
Impersonation is treason.
